Responsibilities

Under the supervision of the Executive Director, the PACE Medical Director provides general medical direction and supervision of the medical aspects of care for VCC PACE Program. The Medical Director is responsible for the delivery of participant care, clinical outcomes, and for the implementation, as well as oversight, of the quality assessment and performance improvement program. Engages and guides Quality Assurance Manager to participate in data analysis, implement quality improvement initiatives, and follow through with assigned performance improvement processes. Provides direction and supervision to all primary care providers and contracted specialists. Ensures the quality of related primary care, nursing, and allied health services. The Medical Director is responsible for the development and maintenance of medical policies and procedures/standards and protocols. Ensures compliance with State, Federal, and local regulations associated with PACE program requirements, and including Clinic Licensure, HIPAA, and Fraud Waste and Abuse.

 

Essential Job Functions

  • Shall attend in-service education program, including orientation, skill training and continuing education.
  • Shall receive in-service training in first aid and in cardiopulmonary resuscitation within the first six months of employment.
  • Assumes overall accountability and responsibility for the medical care of the participants at VCC PACE Program. Oversees the medical service team to promote quality and outcome goals.
  • Acts as Clinic Administrator Designee in the absence of the Administrator (Executive Director). The Administrator Designee will carry out the day-to-day functions of the clinic.
  • Helps recruit primary care physicians and midlevel providers
  • Directs, supervises and evaluates the performance of Primary Care Physician and midlevel providers (Nurse Practitioners and Physician Assistant).
  • Provides initial and ongoing training of primary care physicians and midlevel providers and participates in their periodic performance evaluations.
  • Supervises medical/clinical staff to assure a practice and physical area of practice is in compliance with OSHA regulations, licensure requirements, and agency policies and procedures.
  • Ensures that a safe and clean environment is maintained for staff and program participants.
  • Participates in the development and implementation of compliance programs. Enforces and promotes compliance with laws and regulations.
  • Ensuring timely completion of initial and annual competencies of physicians, mid-level providers, and contracted providers providing services in the clinic.
  • Assuring the quality of medical, podiatric, or dental services provided to all patients treated by the clinic.
  • Establishing and implementing a system of peer review.
  • Reviewing credential and delineating clinical privileges for the physicians, dentist, podiatrists and other contracted clinical specialists that are providing services in the clinic.
  • The Medical Director shall ensure that, in addition to meeting the licensing certification or other legal requirements, all health personnel are qualified by training and experience to perform those services they are assigned to provide.
  • In conjunction with Executive Director and Quality Assurance Manager, Is responsible for development of Quality Improvement (QI) activities and QAPI plan. Will study data, review procedures, identify problems and make necessary corrections to ensure the QAPI plan is viable and data has integrity. Engages the Quality Assurance Manager in QAPI planning and implementation.
  • Monitors medical outcomes/statistical and utilization data, including reviewing of necessity of hospitalizations, and use of specialists. When problems are identified, he/she researches best practices and works with clinical staff and interdisciplinary team to make appropriate procedural and or operational changes to avoid unnecessary hospitalizations and improve the health of participants.
  • Oversees and ensures appropriate diagnostic coding practices and service encounter reporting of Primary Care Physicians and midlevel providers
  • Development of policies and procedures and standards of care for clinic.
  • Performs on-going monitoring and evaluation of patient care practice and service delivery; provides guidance and training to staff regarding medical and quality assurance issues.
  • Participates in on call rotation for weekend and after hours medical care coordination.
  • When acting as Primary Care Physician functions as a member of the interdisciplinary team. Maintains regular attendance at, and participates in interdisciplinary team meetings; communicates participant changes, collaborates on care planning decisions and coordination for 24 hour care delivery.
  • When acting as Primary Care Physician evaluates and treats participants during acute illness. Oversees and manages participants' use of medical specialist and inpatient care.
  • Ensures participant admissions to the hospital are medically coordinated; provides updates to Interdisciplinary team. In conjunction with the Interdisciplinary team plans and coordinates discharge. Provision of emergency care as needed.
  • When acting as Primary Care Physician and as appropriate authorizes the participants' initial plan of care and each quarterly review and revision of plan.
  • Maintains participants’ medical record and fulfills VCC PACE charting and reporting requirements. Documents services provided.
  • Liaison with universities to support clinical training programs for clinical professionals through providing opportunities for fellowships, internships, and other university based educational programs.
  • Protects privacy and maintains confidentiality of all company procedures, results and information about employees, participants and families.
  • Follows all VCC PACE Policies and Procedures and OSHA safety guidelines.
  • Practices Universal Precautions and follows all appropriate Infection Control procedures.
  • Participates and attends medical/clinical Utilization Management group meetings.
  • Review medication data from Acumen and from contracted pharmacy. Helps develop plans to improve pharmacy outcomes and educate providers about the plan.
  • Participates in continuing education classes and any required staff and training meetings. Maintains professional affiliations and any required certifications.
  • Provides information about VCC PACE Program to interested individuals and groups in adherence to PACE regulations.
  • Serves as community liaison between VCC PACE and community physicians, hospitals, and other health care providers.

Qualifications

Education

Medical Doctor with emphasis in geriatrics. Board certified in Internal Medicine, Family Practice, or Geriatric practice desired. Current state license and DEA registration required. Meets requirements for 42 CRF Part 410.20.

 

Experience

Must have a minimum of one year’s experience working with a frail or elderly population. Demonstrated skills in administration/management, program development, communications, internal/external relations, problem solving, required. Minimum of three years management experience is required. Shall have either training or related experience in the job assigned.

 

Required Skills/Knowledge/Abilities

  • Thorough knowledge of current concepts, theories and practices related to home and community-based care for the elderly and disabled adults.
  • Knowledge of the requirements for providing the type of care and supervision needed by participants, including the ability to communicate with such participants.
  • Ability to establish a facility’s policies, programs and budget.
  • Working knowledge of health care delivery and financing systems, including Medi-Cal, Medicare, waiver programs, prospective and capitated systems, public health programs and HMO/Managed Care.
  • Working knowledge of the PACE regulations desired.
  • Thorough knowledge of physical, mental and social needs of frail older adults.
  • Effective oral and written communication skills.
  • Ability to lead and work within the interdisciplinary setting.
  • Strong organizational skills
  • Ability to recruit, employ, train and evaluate qualified staff, and to terminate employment of staff.
  • Able to manage changing priorities per needs of the PACE program and the agency.

Pay Range

  • $330,000 - $390,000 Depending On Experience
